Center for Leadership & Research

The Center for Leadership & Research is dedicated to fostering an exceptional public education system through continuing education and immersive experiences for public school district leaders.  

The center conducts an annual international educator exchange program with the German state of North Rhine Westphalia. Through this program, participants develop recommendations centered on changes school districts could implement to significantly enhance district academics, operations, facilities and culture.

Explore the highlights of the 2025 International Education Study Group, where a cohort of Pennsylvania school leaders traveled to North Rhine-Westphalia, Germany, to explore innovative education systems, vocational training models and cross-cultural collaboration.

2026 International Education Study Group

The PSBA Institute, in collaboration with the Pennsylvania School Boards Association, is proud to host its third International Study Group in March 2026. This immersive program is designed to develop actionable recommendations for Pennsylvania school districts, focusing on transformative changes in academics, operations, facilities and school culture.

The 12-member study group will explore the educational system of North Rhine-Westphalia, Germany — Pennsylvania’s sister state. Prior to the trip departure, participants will engage in a series of virtual sessions with German education, business and government leaders to gain insight into their systems, academic approaches, and policies.

During the week of March 15, the group will travel to Germany to:

  • Tour primary and secondary schools to understand the structure of the education system and meet with administrators, educators and students.
  • Visit companies and manufacturers to observe on-the-job training and hear directly from employers about their perspectives on workforce development and education.
  • Participate in meetings with education and civic leaders across multiple communities, including sessions with state government officials in Düsseldorf.
  • Engage in 3-4 daily meetings with institutions, which may include working sessions over lunch or dinner.
  • Experience cultural programming to deepen understanding of the region and its educational context.


These experiences will provide a comprehensive overview of Germany’s education system — how it operates, achieves results and is funded — offering valuable insights for potential adaptation and implementation in Pennsylvania schools.

Commitment

Participation is open to current Pennsylvania school board directors, superintendents, business managers, and CTC administrators serving in PSBA-member districts and CTC’s. Applicants must commit to:

  • Attending two pre-trip remote/online meetings lasting approximately one hour
  • Participate in the trip (March 15-21)
  • Actively contribute to the work of a subgroup focused on documenting their learning from the sessions and contributing to articles to be published by PSBA-IN and PSBA
  • Serve as a presenter/ panelist at the 2026 PASA-PSBA conference (October 18-20, 2026)
  • Make a financial commitment of $500 towards the cost of travel (payable upon selection as a program participant)
  • Participants are responsible for personal expenses while in Germany and transportation/ parking costs to and from the airport.

PSBA-IN has secured outside funding to cover all direct program costs, including:

  • $850 reimbursement to each participant for roundtrip airfare to Frankfurt
  • Six nights hotel accommodations in Germany
  • Meals, transportation, and meeting costs in Germany

Participation

The 2026 Study Group project seeks a diverse team with varied experience and roles within the Pennsylvania education system. The project team will include elected school board directors, superintendents, business managers and CTC administrators.

A selection committee will review all applications and develop a cohort of participants from across the Commonwealth. All applicants must be current school directors or employees of a PSBA-member district/ CTC.
